Job Description

As Manager Strategy & Portfolio, you are responsible for developing and steering Staatsolie’s corporate strategy and portfolio management. You ensure sustainable value creation across the upstream, midstream, and downstream activities of the organization. You safeguard the alignment between long-term strategic objectives, capital allocation, and business performance, and support growth initiatives, partnerships, and investment decisions within a dynamic and evolving energy landscape. You will work closely with the Staatsolie Executive Committee to mature various strategic themes, culminating into position papers setting strategic direction of Staatsolie.

We are looking for a strategically strong and analytically driven professional who:
– Leads the development, refinement, and communication of corporate and business unit strategies.
– Manages the integrated portfolio of assets, investments, and strategic initiatives.
– Ensures optimal capital allocation, aligned with risk appetite and value creation objectives.
– Provides strategic insights, scenario analyses, and well-founded advice to Executive Management and the Board of Directors.
– Facilitates and oversees the strategic planning cycle and performance reviews.
– Analyzes and evaluates mergers and acquisitions, farm-ins/farm-outs, partnerships, and divestment opportunities.
– Monitors external developments related to markets, regulation, geopolitics, and the energy transition, translating these into strategic implications.
– Drives and safeguards cross-functional alignment on strategic priorities and long-term planning.

Requirements
What do we expect from you? Strong stakeholder management and influencing skills, including at executive and senior government level. High degree of ownership, accountability, and delivery focus. Ability to build, mentor and develop high-performing teams, with a strong focus on capability transfer, knowledge sharing, and development of local talent. Experience in establishing structured ways of working, enhancing internal capabilities in strategy development and portfolio management. Advanced analytical and modeling capability. Influencing skills at executive level. Strategic thinking with strong execution discipline. High integrity and ethical standards. Resilience under pressure to deliver high quality outputs under tight timelines. Results-oriented with strong business acumen. Strong communicator. Comfortable dealing with uncertainty and risk. Fluent in English, preference for fluency in Dutch.
  • A completed Master’s degree in Business Administration, Economics, Engineering, Finance, or a related field.
  • Minimum 15 years of relevant professional experience in oil & gas, energy, strategy consulting, corporate finance, or investment analysis.
  • At least 5 years of experience in a strategic leadership role or in portfolio and investment management.
  • Proven experience within an integrated oil & gas environment is a strong advantage.
  • International experience and/or experience working with joint ventures is considered an asset.
  • Strong understanding of upstream, midstream, and downstream value chains within the oil & gas industry.
  • Extensive experience in capital project evaluation, including NPV, IRR, risk-adjusted valuation, and real options analysis.
  • Knowledge of portfolio optimization and capital allocation frameworks.
  • Understanding of energy markets, fiscal regimes, and production sharing contracts.
  • Experience with M&A and commercial negotiations.
  • Familiarity with corporate governance and board-level reporting.
  • Insight into energy transition dynamics and low-carbon business models.
