Job Description

As a Specialist Commercial, you are responsible for providing commercial, contractual and economic expertise in support of Staatsolie’s offshore activities.
You play a key role in safeguarding and strengthening Staatsolie’s commercial and financial interests and actively contribute to value creation and
well‑founded investment decisions.

We are looking for an enthusiastic and motivated professional who will be responsible for:
– leading and/or supporting negotiations on Joint Operating Agreements (JOAs), amendments and related commercial agreements (including Charter-, Lifting- and Sales & Purchase Agreements), in close collaboration with the Offshore Directorate, Legal, Finance and SHI;
– serving as Commercial Lead in the maturation of new field developments and offshore infrastructure projects, with end responsibility for all commercial aspects;
– supporting Staatsolie in developing a financing strategy for future offshore investments;
– commercially developing third-party tie-in opportunities, including agreements on the transportation, processing, and evacuation of equity production via third parties;
– coordinating approvals from partners and regulators, managing stakeholders, and preparing investment proposals for management;
– collaborating with valuation advisors to develop, review, and interpret economic models and valuations, and translating these into clear commercial recommendations;
– coordinating multidisciplinary teams and ensuring integrated commercial advice, management reports, executive summaries, and presentations.

Requirements
  • a master’s degree in business administration, economics, engineering or a related discipline;
  • at least 10 years of relevant work experience in a commercial or contractual role, preferably within the upstream oil & gas sector;
  • demonstrated experience in supporting investment decision‑making from a commercial perspective;
  • sound knowledge of JOAs, petroleum agreements, joint venture structures and commercial negotiations with international oil companies;
  • the ability to translate economic and valuation outcomes into concrete commercial implications and advice, supported by strong analytical and problem‑solving skills;
  • excellent communication and negotiation skills, the ability to work effectively with diverse stakeholders, and fluency in Dutch and English, both written and spoken.
